1. Citation

These Rules may be cited as the Produce Export (Beeswax) Rules.

2. Interpretation

In these Rules—"beeswax" means the waxy product of the honeybee Apis mellifera, Linnaeus, otherwise known as Apis mellifica, Linnaeus, and the sub-species and varieties of Apis mellifera or mellifica and so prepared that, at the time of export—(i)it contains no visible impurities;(ii)it has a natural floral colour;(iii)it has a pleasant floral scent;(iv)it breaks with a granular, not crystalline, fracture;(v)it is not sticky;(vi)it has not been chemically bleached;(vii)the specific gravity at 15.5 degrees C lies between 0.955 and 0.970;(viii)the melting point lies between 62.0 degrees C and 65.0 degrees C;(ix)the setting point lies between 61.0 C and 62.5 degrees C;(x)it does not contain more than 1.0 percent of volatile matter determined by heating for 6 hours at 100 degrees C to 105 degrees C;(xi)on incineration it does not contain more than 0.2 percent of ash;(xii)it does not contain more than 0 percent of matter insoluble in benzene;(xiii)it does not contain more than 0.5 percent of matter soluble in water;(xix)an aqueous solution is not acid to methyl orange;[Please note: numbering as in original.](xv)the acid value lies between 17 and 21;(xvi)the saponification value lies between 85 and 100;(xvii)the ester value lies between 70 and 80;(xviii) the iodine value lies between 5 and 12;(xix)the refractive index at 75 degrees C lies between 4396 and 1.4451;(xx)the reaction to the Weinwurm Test is negative;(xxi)the reaction to the Sterol Group Test is negative;(xxii)the ratio number lies between 3.3 and 4.2,but shall not include the product of any other species of Apis, other than Apis mellifera or mellifica and their sub-species and varieties or the product of bees of other genera or any mixture of these waxes with beeswax;"chemically bleached beeswax" means beeswax that has been subjected to a chemical process in order to lighten its colour;"officer" means the customs officer;"other East African countries" means Kenya and Uganda;"sun bleached beeswax" means beeswax which has been subjected to the sun in order to lighten its colour and has not been subjected to any chemical bleaching process.

3. Exports to conform to prescribed specifications

No person shall export any article which purports to be beeswax or chemically bleached beeswax or sun bleached beeswax, unless such article conforms to the appropriate definition contained in rule 2 of these Rules:Provided that, if the Minister is satisfied that an analysis of beeswax covering the characteristics listed in Rule 2 of these Rules has been submitted to a buyer and the buyer has stated in writing that he will accept such beeswax, notwithstanding the fact that it does not conform to the appropriate definition given in the said rule 2, the Minister may permit such beeswax to be exported.

4. Packing and marking of chemically bleached and sun bleached beeswax

(1)All beeswax, chemically bleached beeswax or sun bleached beeswax exported from the Mainland Tanzania shall be packed in new "B" twill gunny bags.
(2)Every bag containing—
(a)beeswax intended for export shall plainly be marked with the words "Beeswax" and "Produce of Tanzania" in letters not less than two inches high;
(b)chemically bleached beeswax for export shall be plainly marked with the initials and words "CH, BL, Beeswax" and "Produce of Tanzania" in letters not less than two inches high;
(c)sun bleached beeswax intended for export shall be plainly marked with the initials and words "SU, BL, Beeswax" and "Produce of Tanzania" in letters not less than two inches high;
(d)beeswax, chemically bleached beeswax or sun bleached beeswax, intended for export shall be plainly marked in a manner sufficient to identify the exporter using letters not less than two inches high.

5. Beeswax to be in small pieces

No beeswax, chemically bleached beeswax or sun bleached beeswax, shall be exported from the Mainland Tanzania except in broken pieces each not exceeding forty ounces in weight.

6. Exports overseas

Except in the case of beeswax exported to the other East African countries no beeswax, chemically bleached beeswax or sun bleached beeswax shall be exported from Mainland Tanzania other than through the ports of Dar es Salaam, Lindi, Mtwara or Tanga.

7. Endorsement of export entry

No beeswax shall be exported from Mainland Tanzania unless the export entry is endorsed by the exporter with a written warranty in the form set out in the Schedule to these Rules.

8. Manner of inspection

An officer may open and examine the contents of such bags in each consignment as he may consider desirable and may at his discretion take samples, not exceeding five percent of the weight of the bag and its contents for analysis by the Government Chemist.

9. Rejection for export

Any beeswax, chemically bleached beeswax or sun bleached beeswax which does not comply with rules 2 and 5 shall be detained by the officer and be liable to forfeiture. Any forfeited beeswax may be disposed of in such manner as the Chief Forestry Officer may decide.

10. Beeswax to be defined

Beeswax that has been chemically bleached or sun bleached beeswax shall be clearly defined as such in contracts, export entries and bills of lading.
